A balanced and timely article by Professor Lim Jong-in from the graduate school of information security Korea University, on the need for nation state regulation for ICT resilience. Following a recent hack of the Kakao messaging app, that caused panic and demonstrated South Koreans vulnerabilities from its dependence on ICT.

The hack highlighted the need for better ICT resilience, regulation and raised concerns about the countries ability to manage during a sustained cyber incident. While the Kakao incident was due to a data center fire it has raised the question of regulation as a means to enforce ICT resilience.

It highlighted gaps in existing nation level cyber capabilities, resourcing and the effectiveness of resilience between ICT vendors. Recommending the adoption of national regulations that align more closely with those implemented and proposed by the EU and U.S. for cybersecurity and cyber resilience. For example the recent announcement by the EU to develop a Cyber Resilience Act, requiring ICT product manufacturers and service providers to certify their cybersecurity and implement through life cybersecurity support and resilience.
