A great article by Scott Shackelford JD, PhD that presents options for governments to address cybersecurity through taxation. Chris Inglis the outgoing director of ONCD often said that cyber requires a whole of society approach and regulation to address failings in market forces to address cyber. Other than the ‘stick’ of regulation there are few options available for Federal Government to provide the necessary ‘carrots’ to the public and private sector, to enable the transformation that is required to adopt cybersecurity risk management.
We often site the 99% problem that governments face, that is 99% of organisations are SME/ SMBs. SMEs that will feel the impact of cyber regulation most, that cannot afford to implement cyber and least likely to take out cyber insurance. A problem that needs to be addressed to secure national and international supply chains. (https://lnkd.in/dYjWv8-5)
Government support and incentives through laxation is a solution that can be bought to bare. Supporting SMEs baseline their cyber maturity, create plans of action to implement cyber, or more radically fund the creation of community cloud programs the enable for example health care providers secure their data.
There are few realistic options available.
