A review of last weeks White House ONCD National Cyber strategy by the Atlantic Council, a U.S think tank. In very short order the paper provides a fair and balanced review of the cyber strategy. As it aims to balance up the responsibilities for cybersecurity between vendors and end users, builds on existing policy and lays out requirements to develop regulation to secure Critical national Infrastructure.
Our view has been that cybersecurity strategy should balance offensive and defensive cyber capabilities and address the harmonisation of cybersecurity between the public and private sector and between partner nations. Address cybersecurity for the 99% of organizations that are SMEs, utilizing government support and adopt agreed baseline cybersecurity frameworks and standards to secure all information types and address the deliver of cybersecurity to address the 99% problem. Approaches that are to a lesser or greater degree being adopted unilaterally by nation states, including the U.S.
The ONCD strategy has much in common with EU NIS 2 and the EU CRA. With both the U.S and EU facing the same dilemma, as articulated here. The dilemma of how to move regulation and strategy to the next step that is delivery and ensure collaboration between partners. Without which cyber strategy and regulation is in danger of impacting international relationships and trade.
