An interesting read from The Alan Turing Institute on profiling UK AI Governance, which raises questions about the UKs approach to the oversight and assurance of AI. It’s a useful paper that pulls together international approaches to AI governance and those adopted by the UK.
The assertion that ‘The UK has established itself as one of the most proactive jurisdictions in AI governance, operating on both domestic and international fronts’. At a time when the US, EU, and China have developed robust, albeit fledgling, regulatory and governance frameworks and regulations for AI, and the main AI technology providers are US and Chinese, one does not know what we mean by the UK has established itself.
The UK has adopted a principle-based, voluntary framework relying on regulators to develop sector-specific regulation. That incidentally follows the same approach for cybersecurity. When partner nations have adopted rules-based regimes to enforce governance over AI, has to be of concern. For a few simple reasons.
While the UK is an island physically, it’s not an island digitally or economically. Being polite and setting principle-based regimes may work if UK businesses do not trade with anyone else. They do not work when your partners set rules-based regulatory regimes for doing trade. Rule-based regimes act as barriers to entry, penalizing those who do not, or cannot comply. Regulations set the bar; they set a standard by which capabilities are defined and built around, and when your partners all adopt a similar bar, that must tell you something, such as they can’t all be wrong.
AI and cyber are global, rapidly developing, and significantly disruptive initiatives affecting national, economic, and organisational security. It may be more prudent to keep pace with our partners and keep in lock-step if we wish to maintain trade and compete equally.
Of course, we can always be different, but at a time when other nation-states are taking a radical look at how AI and cyber are governed, maybe accepting that we’re not a leader, but a follower, is a consideration?
