Cybersecurity is national security, that is not in doubt.

Cybersecurity is national security, that is not in doubt. The recent cyber attacks against JLR, Marks and Spencer in the UK, UnitedHealth Group and CDK Global in the US, and the many reports by US, EU, and APAC security agencies demonstrate the effectiveness of cyberattacks against and the prepositioning of threat actors in Critical National Infrastructure.

The challenge that nation-states face in managing cybersecurity is simply that cyber is a whole-of-society issue. That requires a whole-of-society approach to cybersecurity risk management. Cyber is not a Right of Bang problem. Threat detection and threat mitigation are important, but today, 99% of organizations cannot detect threats; they don’t have the knowledge, skills, or experience. Threat detection is important as part of a broader program of cyber risk management.

When one considers the direction EU and US regulators have adopted to manage cyber resilience, they have chosen to require organisations to adopt Left of Bang cyber risk management and enforcement. That incorporates oversight and assurance of a broad range of cyber practices, including threat detection and monitoring, to ensure cyber resilience.
