In 2022/ 2023 the U.S is funding $1.5 billion to cover 75,000 miles of highway with EV charging infrastructure through the National Electric Vehicle Infrastructure (NEVI) program. With $5billion being made available over 5 years.

EV charging is Critical National Infrastructure (CNI), a failure in national power networks, the power charging infrastructure, the chargers and the ICT infrastructure underpinning the infrastructure compromises the EV network. In a way that the Colonial Pipeline hack demonstrated the impact on fuel supplies in the U.S in 2021.

Failure that looks to come from cyber and EV charging is the perfect target for hackers, broad attack surface, single points of failure and port cybersecurity. But an opportunity for the government and infrastructure providers to embed cyber into solutions ahead of implementation. As demonstrated in Australia (https://lnkd.in/e9N3_FHJ).

Those deploying EV networks in the EU should pay attention to EU NIS 2.0 regulation. EV charging infrastructure is CNI under NIS 2.0, and EN NIS 2.0 sets requirements on Member States to legislate CNI organisations to implement cybersecurity risk management, to implement ‘left of bang’ and ‘right of bang’ regulation and compliance oversight. Including risk-based ex-ante and ex-post on and off-site supervision, enforce compliance to cyber risk management standards, to remove licenses to operate, to temporarily suspend those legally responsible for managing CNI companies and to fine for none compliance.

EV firms that are public in the U.S will also be covered under the SEC cyber proposal. As CNI EV infrastructure will get oversight from Federal, State, Local and tribal regulators.

Those responsible for EV charging are a ‘Cause Célèbre’ for hackers and we can expect them to be a cause célèbre for regulators. Chris Inglis has mentioned that cyber needs regulation to address market forces, and enable compliance. Cyber is a core lever that directs the business model of EV charging.
