NATO sees cyber as a domain of operation, why wouldn’t Russia?
With the current geopolitics tensions Russia is not going to be to strict about overseeing the activities of Nation State hacking groups. Giving immunity to groups acting in the interest of Russia is no doubt been in place for the past year. Immunity is a legal formality.
‘The topic is crucial, especially in this historical moment, the ongoing conflict between Russia and Ukraine is characterized by the presence of non-state actors in cyberspace, whose operations are reshaping the threat landscape.’
More likely window dressing, but it provides legitimacy for nation states and other hacking groups from the Russian State. We’ve been witness to a significant increase in cyber activity against the UK and Germany over the past 2 months, looks like more to come.
Both the UK and German Governments need to act to address national cyber defence. The UK especially needs to enable a cyber strategy in line with the EU and U.S.
