One of the most agile nations dealing with cyber security is Israel. Which adopted the NIST SCF and tailored it to meet the needs of organisations for defensive cyber. NIST and other frameworks have been adopted slowly and for many reasons. Many countries continue to focus on offensive cyber and the closest many companies get to defensive cyber is when they run a pen test. Or they adopt light touch approaches to cyber security when a broader and deeper, more robust solution is needed.
The cultural differences in the East for example Russia and China allow for a National perimeter security approach. But for western nations cyber security is required across public and private sector. The enclosed Israeli cyber defence methodology provides a concise approach for the identification and management of inherent and residual risk.
But note: It does not shy away from the breadth and depth required for cyber risk management. Amongst other controls it identifies cloud and ICS in the recognition that cyber is a complex enterprise wide risk. Which other countries should consider.
