One suspects agreements have been reached with other nations that are planning similar schemes and with big tech vendors on reciprocity of cyber standards and assurance @Thaddeus Dziekanowski.

Removing sovereignty would allow U.S cloud vendors to operate without having to have a Joint Venture with an EU partner.
