Thank you for posting Bryan Foss, demonstrating the complexity of cybersecurity when faced by nation state threat actors. In this instance the Government of the Czech Republic used a good old fashioned process of elimination to identify APT31 as being a threat actor inside their networks from 2022.
AP31 is associated with the Chinese Ministry of State Security. With a reputation for launching attacks against Western nations, targeting government officials, elections, companies and journalists. Earlier this year the U.S. charged several hackers from APT31. The UK imposed sanctions on a front company and two of the defendants in connection with nation state threat actors and the access of data belonging to UK citizens, held by the Electoral Commission.
