To answer your question, I think the EU beat you to it. The EU issued EU NIS 2.0 last week, regulating cybersecurity risk management for CNI providers, management of CNI will have to demonstrate governance, a cyber risk management framework, cyber policies and a cyber program, incident reporting to country level CIRTS.

If you could add to this U.S legal oversight, fine regimes and Federal funding to support CNI compliance then you’d have what it takes to secure CNI.
