The big picture for DoD cyber is clear. Cyber is a national, corporate and economic security issue. However, the GAO has reported that the DIB is not securing defense contract data. The DoD needs to improve cybersecurity compliance, and the DoD is expected to comply with FISMA. Cyber is moving in a direction that the DoD has to follow.

We should not be surprised that the DoD is considering the adoption of NIST and CSF. It’s a baseline standard for FISMA cybersecuirty compliance under OMB A-130. A baseline for the RMF and mission and business objectives. If the DoD does adopt the CSF, it’s aligning itself with other Federal Agencies and regulations such as the SEC cyber proposal. That adopt cybersecurity risk management.

Compliance will a challenge for the DIB that has struggled to adopt NIST SP 800-171 under DFARS 252.204-7012. Adopting risk management and a CSF will be difficult, however U.S and EU regulators are already moving to regulate cyber for CNI, Financial instructions and Capital Markets. So DIB contractors and subcontracts across the global supply chain won’t be alone.
