The challenge is how to tread the fine line of cyber threat attribution. Cyber hides in plain sight, as do the threat actors behind them that are invariably by nation states or proxies. But some countries won’t come out and say as much for fear of the political backlash. A line that Singapore is carefully treading.

While it’s unlikely that Chinese threat actors care if they are attributed to hacks, if true not attributing hack has consequences. As pointed out by the article it keeps cyber threats under the carpet, emboldening future attacks, invites scrutiny from security partners who expect transparency and it may make public education about the seriousness of cyber threats more challenging. It also prevents placing cyber attacks in the broader context of other geopolitical threats.
