The DoD CMMC program demonstrates how complex it is to implement a cybersecurity, especially one that has international impact. One that sets an international standards for cybersecurity compliance and has done so since December 2017 under DFARS.

The are many big questions that need to be addressed for defense cybersecurity. Least of all the elephant in the room that includes international harmonisation and compliance oversight, assurance and resourcing. When one reads the 2023 NDAA one expects that these issues will get aired when the ONCD national cyber strategy is released.

DFARS 7012 compliance has been a requirement since 2017, and the above issues have not yet been addressed. They require addressing if CMMC is going to be successful in managing U.S National Security, as set out by the GAO and various House and Senate Committees.
