The frequency, complexity and severity of nation state cyber attacks is increasing. Several Western governments are pointing to hackers contracted by the Chinese government and the UK and US governments have announced sanctions against Chinese companies and individuals. The New Zealand Government has raised concerns with the Chinese Government.

“That earlier reticence to criticise has given way to a more vocal stance and I think that’s probably because the scale of the threat and the actual intrusions has risen. They are more serious threats now,” said David Tuffley, a senior lecturer in cybersecurity at Griffith University in Australia.

One is concerned about cybersecurity posture and defensive cyber strategy. There is a significant gap between the capability the public and private sector requires to manage cybersecurity and the capabilities it has. Capabilities that will not be closed overnight, even with a clear strategy from governments. Indictments and sanctions are political tools that carry little or no weight in reality, when the individuals you are targeting sit behind a wall that you will never break through. When as history shows time and time again, your adversary has no interest in rhetoric. Or worst still the lights go out, or health system fails.

The reality is that cyber is an effect weaponized tool, targeted against infrastructure that is not prepared to defend itself or its supply chains.
