The U.S ONCD national cyber strategy looks to address international cybersecuirty cooperation, that the state department will take forward. Balancing the need for technology and the need for the public and private sector to have a clear understanding of the cyber risks that they face and how to manage those risk will be critical to success.

U.S and EU regulators focused on the private sector are moving forward with further cyber regulations requiring their respective covered entities manage cyber risk (e.g. SEC Final Cyber Rule, EU NIS 2, DORA). Risk is managed by the use of technology, requiring an understanding of risk. FISMA was written back in 2002 to address Federal Cyber risk management and the adoption of controls (and technology) to manage risk.

As U.S cyber persistent theory demonstrates the complexity of the cyber domain. A domain that has a grey zone sitting between public sector and private sector defense. A zone that nation state threat actors work well within. The private sector has started to regulate cyber, the public sector has to catch up and provide solutions to enable the private sector better manage ‘their’ risks.
