A topical paper on the weaponization of CNI by nation-state threat actors by Saman Zonouz, Associate Professor of Cybersecurity and Privacy Georgia Institute of Technology. Demonstrated by the reported use of cyber attacks on Venezuela’s power network ahead of an attack by US forces in early January.
The enclosed paper discusses the use of malware to act as a filter between actual and modified feedback to create modified feedback loops and destabilise power grids. Or the pre-positioning of threat actors within power networks (reported to Congress several times).
The reported threats demonstrate the vulnerabilities to CNI supply chains from OEM manufacturers up to the energy suppliers. Several hardware manufacturers have suffered cyber attacks over the years, highlighting security flaws in their products and services and subsequent risks to their clients and their supply chains. Risks that regulation seems to struggle to address in the US, while the EU moves ahead with NIS2, and the UK with its proposed Cybersecurity Resilience Bill.
