Cyber is to complicated a risk to let society manage without guidance and direction from government. Which will require regulation a direction of travel already set in the US. Unless governments take the lead and define a regulatory environment and the roles and responsibilities for the public and private sector, cyber will remain a significant risk. One which nation state advisories are significantly better at exploiting than the private sector organisations which they target.

Governments can deploy large scale offensive cyber strategies, but unless these is an appropriate defensive strategy, hackers simply go around the ‘Maginot line’. Israel is an example of a country which is developing a national cyber defence posture. With public, private international defence partnerships.

The direction of travel is be one of regulation for such a complex risk which impacts our use of cyberspace, a capability we all depend on.
