Every so often, a report is published that raises more than an eyebrow, and this is one such report. It is written for the US Congressional Committee on the Strategic Competition Between the US and the Chinese Communist Party. It’s quite a bedtime read. It highlights where and what defense funding takes place by Federal, state, or academic institutions that have direct links to the CCP’s military research and defense.

In short, it highlights US R&D that appears to fund and develop Chinese weapon systems, from US-funded research. It details the lack of a US DoD policy position; no centralized process for the vetting of research awards, no scrutiny of students working on US R&D programs, and a lack of enforcement of violations.

‘The examples reviewed reveal a pervasive and deeply troubling pattern of U.S. taxpayer-funded research being conducted in collaboration with Chinese entities that are directly tied to China’s defense research and industrial base— many of which appear on various U.S. government entity lists—and state-sponsored talent recruitment programs. ‘

The Select Committee is introducing the Securing American Funding and Expertise from Adversarial Research Exploitation Act of 2025 (SAFE Research Act), which:
• Prohibits federal science, technology, engineering, and mathematics (STEM) research funding to researchers who collaborate with foreign adversary-controlled entities that pose a national security risk.
• Prohibits DOD funding to universities that partner with foreign adversary-controlled entities that pose a national security risk.
• Requires enhanced disclosures of foreign adversary collaborations, travel, and affiliations from foreign adversary entities.

An act that will no doubt have global repercussions.
