Here’s a thought, you can ask industry, then the threat actors, then the companies that have been hacked, then our allies that have already reached a conclusion that accountability and responsibility for cyber is required.

Then we can reach the conclusion that the answer is quite simple.
1. Accountability for cybersecurity is a whole of society issue.
2. Responsibility for cybersecurity is a whole of society issue.
3. The UK has no defensive cyber strategy.
4. Listen to any videos by Chris Inglis on the cybersecurity problem.
5. The UK government has to take responsibility for cyber as a domain of operation (NATO).
6. Follow the EU and US in regulating cyber and drive accountability and responsibility.

Why are the EU regulating cyber risk management.

You will find it difficult to grow cyber, unless everyone accepts its a problem and takes accountability and responsibility and that’s the hard bit.
