It is a pleasure to publish a paper on the UK’s cyber regulatory reset in the International Security Journal (ISJ). I examine the complexity of cybersecurity risk management, and the only lever that governments have left to manage the effects of cyber threats on national, economic, and organisational security. The lever that is cyber regulation.

Many nation-states and industry regulators are adopting cyber regulation as a mechanism to enforce cybersecurity risk management. In the case of the UK, I examine the proposed Cybersecurity Resilience Bill and its approach to the management of national cyber risk.
