The Abu Dhabi Global Markets Regulator the Financial Services Regulatory Authority (FSRA) has published updates to its rule books to include cybersecurity. Affecting the Financial Services Firms it overseas. These updates present a significant development in cybersecurity regulation of FIs in the UAE.
The updates have been embedded across the FSRA rule books including , Captive insurance, Conduct of Business, The General Rule Book, Market Infrastructure rule book, Prudential Insurance Rule book, and the Prudential investment, insurance intermediation and banking rulebooks.
The updates set out clear and concise requirements for the management of cybersecurity risks for FSRA covered companies. These are not cybersecurity updates, that are left to the CISO, these are Cybersecurity Risk Management updates that cut across Enterprise risk management, the CRO, business lines, business and technical infrastructure.
The AFRAs General rule book, section 3.5 sets out meaningful and important updates for the management of cybersecurity that one has not seen set out in other jurisdictions FI regulations, as they relate to approved persons. That come into effect on the 31st January 2026. Requirements that have many similarities with EU DORA and US SEC and NYDFS cyber regulations.
