The UK government has published the countries 2023 National Risk register. Giving the view of the major risks the UK faces, that includes cyber. Pages 15 and 16 are salient. With the growth of cyber attacks, the relational nature of cyber attacks on Critical National Infrastructure(CNI) and recent CNI cyber concerns and regulations. Should the impact of cyber attacks on CNI be higher?

Would a successful attack on a systemic bank create a bigger more significant impact, or the effect of a power outage on the city of London. The National Electricity Transmission System (26a) is integral to other infrastructure risks. Recent events relating to the U.S and China, and the infiltration of U.S infrastructure, highlight the potential effects of cyber on electricity transmission.

Cyber is a relational risk that collides with many others. A big enough problem for the EU Commission to regulate CNI cyber and U.S Government and Federal Agencies to do the same.
