The UK government is rightly concerned about the threat posed by nation-state threat actors towards UK CNI. Chris Wray, the head of the US FBI, presented to several congressional committees in 2024 on the threat posed by nation-state threat actors. Highlighting the active pre-positioning of threat actors into US CNI infrastructure.

Earlier in 2025, it was widely reported that Chinese Inverters had network equipment in them that was not in their design. The US stated it will not send sensitive data to Spain, as Spain signed an agreement with Huawei to provide equipment for government agencies. To store sensitive data.

Let’s not forget the UK government’s use of CCTV cameras made in China took several years to ban by the UK Government.

But as the message from NCSC reads. There’s little the UK Government can do other than politely ask industry to address the cybersecurity of its infrastructure. Current UK cyber policy, as yet, has no authority to do much else.

At a time when our EU partners have regulated cyber of their CNI, FIs, and developers of digital tech, our US partners are regulating the UK defence industry to manage cyber, and other nation-states are building cyber regulatory walls. We wait for the UK’s cyber strategy to develop, so that the UK government can ask more than polite questions.

Is time on our side? Maybe not.
