The US Department of Treasury (DoT) reiterated its policy of paying ransoms to entities, individuals and jurisdictions on OFAC back in October 2021. They have added 100 bitcoin wallets to OFAC as part of Russian sanctions.

The global threat of cybercrime and ransomware that originates in Russia, and the ability of criminal leaders to operate there with impunity, is deeply concerning to the United States,” said Treasury Secretary Janet Yellen.
