The US house of representative passed a bill on the 21.07.21 providing the Cybersecurity Infrastructure Security Agency (CISA) the authority to establish the State and Local Cybersecurity Grant Program. To address cybersecurity risks and threats to the information systems of state, local, or tribal organizations. In an effort to incentivise state and local government manage cyber security. Putting in place $400 million grants to help the process.
Grant applications must include a cybersecurity plan, approved by CISA as a condition, describing how the funds will be used to address cybersecurity risks and threats to their information systems. The monies are to be used to implement, develop, or revise the applicant’s cybersecurity plan or to assist with activities that address imminent cybersecurity risks or threats.
The act places the responsibility on CISA to support state and local government manage cyber security. Providing resources, expertise, awareness and recommendations on how to address cybersecurity risks and threats. CISA must develop and maintain a resource guide for state, local, tribal, and territorial government officials to assist with identifying, preparing for, detecting, protecting against, responding to, and recovering from cybersecurity risks, threats, and incidents.
In addition, CISA must develop and make publicly available a Homeland Security Strategy to Improve the Cybersecurity of State, Local, Tribal, and Territorial Governments. Rotating staff from state, local and tribal government to CISA to knowledge share and improve cybersecurity experience.
