When focused on the creation and delivery of cyberweapons, staying on the right side of the U.S is probably a good idea. As the U.S shapes the spyware markets and the U.S president moved in March 2023 through an Executive Order, to bar U.S agencies from buying spyware that posses a risk to national security.
