You remove one threat and it simply moves and grows into another. Offensive cyber is of course a required by Nation states. But so is a defensive cyber strategy that focuses on a ‘whole of government, state and society’. The threat vectors are to broad and deep.

History has many examples of the success of offensive of strategies. But as is noted cyberspace is limitless, there are no agreed international cyber laws and the ‘battlefield is in effect limitless’. A whole of government, state society’ approach for defensive cyber is required.

We are no longer at the point where setting expectations for cybersecurity to be managed is an effective strategy for security. We have moved beyond it, requiring a legislative approach for cybersecurity compliance.
