The SEC and industry are between a rock and a hard place. The SEC to protect investors; maintain fair, orderly, and efficient markets; and facilitate capital formation. Industry with the need to protect investor value and for some, in the case of cyber, national and economic security.
Regulation is seen as one of the only viable options to enforce cyber risk management. Requiring legal oversight and assurance, and lawyers.
