The SEC has delivered more rules and regulatory proposals than any predecessor since the 2008 financial crisis. Creating a debate in the U.S over the approach the SEC has taken, with one side saying the regulation is un-necessary and the SEC saying that ‘markets work best for investors and issuers and not the other way around’, advancing the SEC’s mission.

Being parochial about cybersecurity, all the statistics point to a lack of understanding and management of cybersecurity risk by market registrants. Cyber attack frequency, complexity and severity of impact of cyber attacks are increasing as is their effect on economic, national and societal security.

Is there an alternative to managing cybersecurity risks, other than regulation?
