One cannot underestimate the importance of the enclosed final ruling issued by the Department of Homeland Security (DHS), for the Safeguarding of Controlled Unclassified Information (CUI). The ruling defines the requirements that DHS agencies will adopt to secure CUI, similar to that adopted by the DoD. Agencies that includes the Cybersecurity Infrastructure Security Agency (CISA), U.S Immigration and Coast Guard.

In ones opinion it is important for several reasons.
1. The ruling has been finalized under the legal authority of FISMA and OMB A-130.
2. The ruling is a further example of how importance the U.S is taking cybersecurity regulation.
3. The DHS final ruling sets out the cybersecurity standards for the oversight, assurance and attestation of DHS CUI by contractors and subcontractors through NIST SP 800-53 and NIST SP 800-171.
4. The ruling will effect the DHS domestic and international procurement supply chain. Requiring national and international compliance.
5. Certification of contractor and subcontractor compliance is through third party attestation.

One should not underestimate the importance of this final ruling in helping set the broader agenda for cybersecurity regulation in the U.S. The DHS and its agencies are critical to the oversight and assurance of U.S domestic cybersecurity. Embedding cybersecurity into the DHS procurement process will have a significant effect on cybersecurity for DHS contractors and subcontractors. While the rule does not set precedence, it increases the scope of Federal cyber regulatory oversight and assurance. Making one more confident that the SEC will issue a final ruling for cybersecurity in October.
