Over 90% of companies in most economies are made up by Small to Medium sized business. Companies that do not generate the revenues to be able to implement the range of cybersecurity protection and defenses required. By way of example U.S. DoD DFARS 252.204-7012 requires organisations to implement 110 NIST SP 800-171 cyber security practices at level 2 and address over 300 diagnostic statements to successfully comply.

Addressing small-to-medium business cybersecurity is a challenge for all countries in managing cyber resilience and defensive cyber.
