Having a sovereign cyber security capability is becoming a necessity and the norm for counties. Defining the level of cyber security a state needs to manage itself and what it is willing to outsource to the corporate sector, is a difficult decision to make. As is where the state draws the regulatory line?

What we must not lose sight of is that standing up a sovereign capability for the protection of national infrastructure takes time. There has to be a balance between public and private sector. As with tradition offensive and defence capabilities, a government sets direction for the private sector to follow and deliver against. With cyber however the private sector is ahead of the game with products and services.
