We live in data dependent world. Where our manufacturing and supply chains are interconnected and the sharing of data is critical or the flow of products and services globally, from banking through automotive and oil and gas. Where data flows between countries for many diverse legitimate reasons and one where cyber attacks can play a disruptive role in interrupting trade, as has been proven through attacks like NotPetya.

The response to this has been an increase in cyber security policy and regulation, be it national, international or sector specific. Which rightly places controls over the security and flow of data and restrictions on the use of IT systems; which has been evident in the Huawei debate. The need for cyber security however is creating some challenges with tradition trading mechanisms under FTA and WTO agreements. Cyber security is not yet regulated under trade agreements.

But will changes in global security and cyber change this. Will data be treated as a globally traded commodity. In response to protect national IP and trade secrets. This will be one to watch.
