The US congress has passed a bill which will consolidate the role of the Department of Homeland Security, to carry on with its offensive cyber activities. It enables the DHS to build relationships with private companies and to strengthen its role with other US state departments such as the US Computer Emergency Readiness Team and the Industrial Control Systems Computer Emergency Response Team, to form the Hunt and Incident Response Team (HIRT).

I believe this is an important piece of US legislation, setting out the role and relationships for the US DHS for offensive cyber.
