We may see consistent cybersecurity regulation applied across EU Finance Infrastructure including stock markets and crypto exchanges. As the EU Commission works on plans to develop the European Markets Regulator ESMA. The plans being put forward are to further expand ESMA supervision across stock markets and crypto exchanges, following a model similar to that of the US Securities and Exchange Commission (SEC).

The SEC moved ahead with regulation to oversight cybersecurity with its final cyber rule in 2023. The EU has adopted DORA and the BIS regulates cyber through Basel Accords. ESMA recently announced its 2026 oversight priorities include cyber resilience. It makes sense given the threat posed today by cybersecurity on market infrastructure and those that use financial markets, that cyber regulatory oversight expands to protect financial markets.
