The UK Government published its Defence Industry Strategy 2025 yesterday, setting out its priorities for the UK Defence industry. A sector that added around £15billion in value to the UK economy in 2024 (ADS Group). The UK government has committed to spending 2.5% of GDP on defence by 2027.

I see little in this document that talks about securing the UK Defence Industry Base, a foundation to turn defense into an engine for growth. The report does not discuss how the UK government will address the security of the DIB. It’s neither a priority nor identified as a challenge. Yet cyber is a top 5 global risk. The defence sector is a target of nation-state threat actors, and UK defence contractors are being regulated by other nation-states to secure defense IP.

When one reviews the US DoD procurement strategy, securing defence IP is a critical priority to protect national security and the warfighter. The DoD contributes significant amounts of money to the UK through DIB contracts and expects the UK DIB to secure its IP. Expectations that are regulated by DFARS that affect UK defense contractors and CMMC is looking likely to come into effect in Q4 2025, pending DoD final approval. What the DIB may not recognise is that DFARS provides a contractual lever that affects the UK DIB, through DoD defense procurement.

How do you make Defence and engine for growth, if you do not secure your defence IP and supply chains? As highlighted by the US in the past week, nation-states have access to defense technology. Is the UK more secure? Probably not? It maybe a reason for the DOD to scrutinise DFARS compliance by the UK DIB. If CMMC comes into effect, the UK DIB may find itself having to demonstrate cybersecurity whether it wants to or not.
