One may suggest that the lines are not so much blurred, rather they do not exist as cyber, as digitial is now integral to warfare both kinetic and digital. That when used with kinetic warfare amplifies the disruptive effects of attacks on society.

It’s difficult to know whether a cyber attacker is from a government agency, proxy or pure cyber criminal. There are many examples of what appear to be nation state backed cyber attacks against CNI in the UK, EU and U.S over the past 24 months. The attacks highlight the increasing threat of nation states and for organisation to adopt cybersecurity risk management strategies left of bang. To create defensive solutions to protect their digitial assets. Protection that for some is required by cybersecurity regulation.

The question for companies affected is what happens to cyber insurance if the attack is demonstrated to be from a nation state backed hacker?
