A very good question, why does cybersecurity pose a significant risk to the public and private sector given all the funding put into managing cybersecurity?

As a 20 year cybersecurity and risk professional one believes it has a simple answer.
1. Market forces failed to fix the problem. Unfortunately, and rightly, cybersecurity has been considered as a ‘justifiable expense’ and for many if not most organizations cybersecurity could not be justified.
2. Governments ‘royally’ dropped the ball. Cyber risk passed many governments by as they failed to recognise that society relies upon the private sector, that did not manage the risk.
3. The complexity, frequency and severity of impact of cyber attacks has caught many by surprise and un-prepared.
4. No one has an answer to fix the problem yet. As quoted by Chris Inglis, Cyber is a whole of society problem.

This all leads us to the need to regulate cyber risk management. While a blunt tool, that shifts cyber risk ‘Left of Bang’, what are the alternatives?
