SMEs cannot afford to adopt cyber, but primes can price into contracts solutions to secure DoD data that is required to manufacture weapon systems. The Augusta Plan addressed the use of a risk weighted Bill of Materials, as a starting point to secure what is important first, and international oversight and assurance of defense contractor while respecting the sovereignty of partner nations.
