Has the DIB been put on notice by the DoD that it will manage the relationship associated with data differently? In this case the secretary of the Air Force Frank Kendall has said that €œWe€„¢re not going to repeat the, what I think frankly was a serious mistake that was made in the F-35 program€ of not obtaining rights to all the fighter€„¢s sustainment data. The DoD has also raised many times issues that relate to the ownership of IP, that it has and does fund to develop. Data that the DoD IG reported several times is likely to have been exposed by DIB contractors to other nation states.

One suspects that the DoD recognizes that data is today’s ‘liquid gold’, and that if you pay to develop it you have rights over it. Conversely and fairly the DIB will say that not all data was created for the DoD. There’s going to be allot of horse play before this is resolved. But one suspects with the issues that defense data cyber security presents to national security, it will be an issue that the DIB is going to find hard to resolve without standing up a secure defense supply chain and demonstrating it can achieve data security across all layers of its supply chain.

Is this a lever for DFARS 7012, 7019 and 7020 compliance. Building in data management and security from the drawing board is so much cheaper than treating it as an after thought.
