Staff retention issues at the SEC may put a break on the SECs plans for regulatory changing 2022. With 2022 seeing more 26 regulatory proposal put forward, 5 more than the next highest year 2019. 2022 is a demanding year for some important proposals including cybersecurity risk management.

The report also highlights the SECs challenges in maturing its own cybersecurity program as required by FISMA, and the significant progress the SEC has made, that should be seen as a warning to market participants. If the SEC can resolve its personnel issues then its own expertise in implementing FISMA and adopting the NIST CSF (Identify, detect, protect, respond, recover) may make regulatory compliance and reporting of covered entities a challenge when the SEC it introduces the cybersecurity risk management proposal.
