An excellent read from the BBC. Tracking down members of Evil and the not so shadowy world of Nation sponsored cyber-attacks and the alleged lifestyles of those member of the group.
The challenge the west faces with preventing cyber attacks by nation states and their proxy’s is while we want them stopped by national governments. It maybe in their current interest to turn a blind eye while attacks benefit national interest.
‘The golden rule of Russian hacking, according to researchers and former hackers, is that non-state-employed criminal hackers can hack who they like, as long as the victims are not in Russian-speaking or former Soviet territories.
The rule appears to work, as cyber-security researchers have for many years noticed fewer attacks in those countries. They’ve also found that some malware is designed to avoid computers with Russian language systems’
What will sanctions and rewards do for hackers that reside in nation states that are not incentivised to prevent attacks? What is clear with Evil and its known members who are mostly sanctioned. Payment of ransomware to individuals and organisations on OFAC is illegal.
Those companies impacted by a ransomware attack end up paying the biggest price, a lose-lose-lose. Lost revenue, losses incurred for remediation including regulatory penalties if a ransomware is paid ($) and the cost of implementing cyber security.
