A very interesting report published by the International Institute of Strategic Studies (IISS), following a 2 year assessment of the State level cyber security capabilities of major global powers. Presenting a snapshot of the cyber maturity of across
1. Strategy and doctrine
2. Governance, command and control
3. Core cyber-intelligence capability
4. Cyber empowerment and dependence
5. Cyber security and resilience
6. Global leadership in cyberspace affairs
7. Offensive cyber capability

Well worth a read if you want to better understand the current state of cyber maturity. I’m not fully convinced of some of the statements made, as they are no bourn out by recent event (not expected) and they do not address Offensive vs defensive cyber maturity. But it is a well balanced view. It also contains some great references.
