I remember a line from Jack Welch, use your best and your brightest on the project which mean the most to your success, or something like that. The same is true when you have nothing to lose, as in the case of North Korea. Pick your best and brightest, give them the tools and let them lose, in this case as hackers. Do not be fooled, the country has many issues, was we would judge them in the west. but they do have world class cyber skills and world class hackers. As has been proven time and time again.
Whilst the country is on economic lock down; it is estimated to have made $670Mn between 2015 and 2018 through Cyber. And their code has been found in some disturbing places, such as a nuclear power station in India.
